These programs'' successes at reducing poverty under conditions of mass unemployment, Ferguson argues, provide an opportunity for rethinking contemporary capitalism and for developing new forms of political mobilization. Interested in an emerging "politics of distribution," Ferguson shows how new demands for direct income payments (including so-called "basic income") require us to reexamine the relation between production and distribution, and to ask new questions about markets, livelihoods, labor, and the future of progressive politics.

What, they ask, has been the history of these agreements? Have they succeeded or failed? How might they best be sustained and enlarged? Without minimizing the enormous dangers of ongoing strategic military competition, the contributors attempt to determine which sectors of U.S.-Soviet relations have yielded the most significant mutual benefits. They raise questions about where U.S. policy has gone wrong, where it has been effective, and how safe we are in forecasting the continuation of those cooperative relationships.

Advances in LGBTQ rights in the recent past-marriage equality, the repeal of Don't Ask, Don't Tell, and the expansion of hate crimes legislation-have been accompanied by a rise in attacks against trans, queer and/or gender-nonconforming people of color. In Atmospheres of Violence, theorist and organizer Eric A. Stanley shows how this seeming contradiction reveals the central role of racialized and gendered violence in the United States. Rather than suggesting that such violence is evidence of individual phobias, Stanley shows how it is a structuring antagonism in our social world. Drawing on an archive of suicide notes, AIDS activist histories, surveillance tapes, and prison interviews, they offer a theory of anti-trans/queer violence in which inclusion and recognition are forms of harm rather than remedies to it. In calling for trans/queer organizing and worldmaking beyond these forms, Stanley points to abolitionist ways of life that might offer livable futures.

Since World War II, says the author, industrialized nations have come to depend so heavily on expert knowledge, scientific discovery, and highly trained personnel that universities have become “the central institution in postindustrial society.”“If universities are so important to society and if ours are so superior, one might have thought that America would be flourishing in comparison to other industrialized countries of the world. Yet this is plainly not the case. . . . Our economic position in the world has deteriorated [and] we have climbed to the top, or near the top, of all advanced countries in the percentage of population who live in poverty, commit crimes, become addicted to drugs, have illegitimate children, or are classified as functionally illiterate.” In light of these results, “it is fair to ask whether our universities are doing all they can and should to help America surmount the obstacles that sap our economic strength and blight the lives of millions of our people.”Having posed this question, Derek Bok reviews what science can do to bring about greater productivity, what professional schools can do to improve the effectiveness of corporations, government, and public education, and what all parts of the university are doing to help students acquire higher levels of ethical and social responsibility. He concludes that Universities are contributing much less than the should to help the nation address its most urgent social problems. “A century after the death of Cardinal Newman, many university officials and faculty members continue to feel ambivalent about deliberate efforts to address practical problems of society. And though competition drives university leaders and their faculties to unremitting effort, what competition rewards is chiefly success in fields that command academic prestige rather than success in responding to important social needs.”Bok urges academic leaders, trustees, foundations, and government agencies to work together to help universities realign their priorities “so that they will be ready to make their full contribution when the nation turns its attention again to the broad agenda of reform. . . . Observing our difficulties competing abroad, our millions of people in poverty, our drug-ridden communities, our disintegrating families, our ineffective schools, those who help to shape our universities have reason to ask whether they too have any time to lose.”

In Freedom with Violence , Chandan Reddy develops a new paradigm for understanding race, sexuality, and national citizenship. He examines a crucial contradiction at the heart of modernity: the nation-state’s claim to provide freedom from violence depends on its systematic deployment of violence against peoples perceived as nonnormative and irrational. Reddy argues that the modern liberal state is organized as a “counterviolence” to race even as, and precisely because, race persists as the condition of possibility for the modern subject. Rejecting liberal notions of modernity as freedom from violence or revolutionary ideas of freedom through violence, Reddy contends that liberal modernity is a structure for authorizing state violence. Contemporary neoliberal societies link freedom to the notion of legitimate (state) violence and produce narratives of liberty that tie rights and citizenship to institutionalized violence. To counter these formulations, Reddy proposes an alternative politics of knowledge grounded in queer of color critique and critical ethnic studies. He uses issues that include asylum law and the military’s “don’t ask, don’t tell” policy to illustrate this major rethinking of the terms of liberal modernity.

In this work Robert M. Levine undertakes two separate and important tasks: to provide the first overview of the history of photography in Latin America until the advent of the cheap cameras that permitted mass photography, and to analyze the photographic record for clues to the use of the images as historical documents. Levine has woven together an account of the development of photographic equipment and processes, with the artists and entrepreneurs who actually took the pictures, and places the emergence of photography firmly in the historical context of Latin American societies. Treating the photographs themselves—some 225 in all—Levine develops criteria for questions we can ask of the photographs in an attempt to extract emotional, psychological, and personal information, as well as the more obvious material evidence. This is an often subjective process, one that can lead to differing results, and observers may well come to conclusions departing radically from those of the author. But this may well be one of the most important functions of an innovative work, the creation of controversy that stimulates forward motion in a discipline.

This special issue examines the stakes of orienting toward or away from disability as a category and as a method. Building on Sara Ahmed's conceptualization of “orientation” as the situating of queer and raced bodies, the contributors ask how the category of disability might also change how we think of bodies orienting in space and time. Are all paths, desire lines, objects, and interpellations equally accessible? How do we conceptualize access in different spaces? What kind of theoretical and empirical turns might emerge in disorienting disability? Drawing on feminist studies, critical race studies, and queer studies, the contributors probe the meanings of the term disability and consider disability in relation to other categories of difference such as race, gender, and class. Essays challenge the historicity of disability; push disability studies to consider questions of loss, pain, and trauma; question the notion of disability as another form of diversity; and expand arguments about the ethics of care to consider communities not conventionally defined as disabled. How has the form of the novel responded to the conditions now grouped under the term “neoliberalism”? These conditions have generated an explosion of narrative forms that make the past two decades one of the two or three most significant periods in the history of the novel. The contributors ask whether these formal innovations can be understood as an unprecedented break from the past or the latest chapter in a process that has been playing out over the past three centuries. In response to this question, they use a range of contemporary novels to consider whether conditions of multinational capitalism limit the novel’s ability to imagine a future beyond the limits of that world. Do novels that reject the option of an alternative world nevertheless reimagine the limits of multinational capitalism as the precondition for such a future? With these concerns in mind, contributors demonstrate how major contemporary novelists challenge national traditions of the novel both in the Anglophone West and across the Global South. This collective inquiry begins with a new essay by and interview with British novelist Tom McCarthy.
