Hours after the collapse of the Twin Towers, the idea that the September 11 attacks had “changed everything” permeated American popular and political discussion. In the period since then, the events of September 11 have been used to justify profound changes in U.S. public policy and foreign relations. Bringing together leading scholars of history, law, literature, and Islam, September 11 in History asks whether the attacks and their aftermath truly marked a transition in U.S. and world history or whether they are best understood in the context of pre-existing historical trajectories. From a variety of perspectives, the contributors to this collection scrutinize claims about September 11, in terms of both their historical validity and their consequences. Essays range from an analysis of terms like “ground zero,” “homeland,” and “the axis of evil” to an argument that the U.S. naval base at Guantánamo Bay has become a site for acting out a repressed imperial history. Examining the effect of the attacks on Islamic self-identity, one contributor argues that Osama bin Laden enacted an interpretation of Islam on September 11 and asserts that progressive Muslims must respond to it. Other essays focus on the deployment of Orientalist tropes in categorizations of those who “look Middle Eastern,” the blurring of domestic and international law evident in a number of legal developments including the use of military tribunals to prosecute suspected terrorists, and the justifications for and consequences of American unilateralism. This collection ultimately reveals that everything did not change on September 11, 2001, but that some foundations of democratic legitimacy have been significantly eroded by claims that it did. In Latinamericanism after 9/11 , John Beverley explores Latinamericanist cultural theory in relation to new modes of political mobilization in Latin America. He contends that after 9/11, the hegemony of the United States and the neoliberal assumptions of the so-called Washington Consensus began to fade in Latin America. At the same time, the emergence in Latin America of new leftist governments—the marea rosada or “pink tide”—gathered momentum. Whatever its outcome, the marea rosada has shifted the grounds of Latinamericanist thinking in a significant way. Beverley proposes new paradigms better suited to Latin America’s reconfigured political landscape. In the process, he takes up matters such as Latin American postcolonial and cultural studies, the relation of deconstruction and Latinamericanism, the persistence of the national question and cultural nationalism in Latin America, the neoconservative turn in recent Latin American literary and cultural criticism, and the relation between subalternity and the state. Beverley’s perspective flows out of his involvement with the project of Latin American subaltern studies, but it also defines a position that is in some ways postsubalternist. He takes particular issue with recent calls for a “posthegemonic” politics.

Through virtuoso readings of significant works of American film, television, and fiction, Phillip E. Wegner demonstrates that the period between the fall of the Berlin Wall in November 1989 and the terrorist attacks of September 11, 2001 fostered a unique consciousness and represented a moment of immense historical possibilities now at risk of being forgotten in the midst of the “war on terror.” Wegner argues that 9/11 should be understood as a form of what Jacques Lacan called the “second death,” an event that repeats an earlier “fall,” in this instance the collapse of the Berlin Wall. By describing 9/11 as a repetition, Wegner does not deny its significance. Rather, he argues that it was only with the fall of the towers that the symbolic universe of the Cold War was finally destroyed and a true “new world order,” in which the United States assumed disturbing new powers, was put into place. Wegner shows how phenomena including the debate on globalization, neoliberal notions of the end of history, the explosive growth of the Internet, the efflorescence of new architectural and urban planning projects, developments in literary and cultural production, new turns in theory and philosophy, and the rapid growth of the antiglobalization movement came to characterize the long nineties. He offers readings of some of the most interesting cultural texts of the era: Don DeLillo’s White Noise ; Joe Haldeman’s Forever trilogy; Octavia Butler’s Parable novels; the Terminator films; the movies Fight Club , Independence Day , Cape Fear , and Ghost Dog ; and the television series Buffy the Vampire Slayer . In so doing, he illuminates fundamental issues concerning narrative, such as how beginnings and endings are recognized and how relationships between events are constructed.

In Insurgent Aesthetics Ronak K. Kapadia theorizes the world-making power of contemporary art responses to US militarism in the Greater Middle East. He traces how new forms of remote killing, torture, confinement, and surveillance have created a distinctive post-9/11 infrastructure of racialized state violence. Linking these new forms of violence to the history of American imperialism and conquest, Kapadia shows how Arab, Muslim, and South Asian diasporic multimedia artists force a reckoning with the US war on terror''s violent destruction and its impacts on immigrant and refugee communities. Drawing on an eclectic range of visual, installation, and performance works, Kapadia reveals queer feminist decolonial critiques of the US security state that visualize subjugated histories of US militarism and make palpable what he terms “the sensorial life of empire.” In this way, these artists forge new aesthetic and social alliances that sustain critical opposition to the global war machine and create alternative ways of knowing and feeling beyond the forever war.

In Evacuation , Peter Adey examines the politics, aesthetics, and practice of moving people and animals from harm during emergencies. He outlines how the governance and design of evacuation are recursive, operating on myriad political, symbolic, and affective levels in ways that reflect and reinforce social hierarchies. Drawing on a wide range of case studies, from the retrieval of wounded soldiers from the battlefield during World War I and escaping the World Trade Center on 9/11 to the human and animal evacuations in response to the 2009 Australian bushfires and the 2010 Haiti earthquake, Adey demonstrates that evacuation is not an equal process. Some people may choose not to move while others are forced; some may even be brought into harm through evacuation. Often the poorest, racialized, and most marginalized communities hold the least power in such moments. At the same time, these communities can generate compassionate, creative, and democratic forms of care that offer alternative responses to crises. Ultimately, Adey contends, understanding the practice of evacuation illuminates its importance to power relations and everyday governance.
