The majority of the poor people in South and Southeast Asia do not have sufficient access to safe potable water sources. Various studies demonstrate that poor women have less access than poor men, especially in the developing world. Due to the gendered division of labor, the role of women, especially those who are poor, is vital in collecting, distributing, and safeguarding water. Current studies on water governance do not focus on poor women’s ability to access potable water sources through their involvement in the distribution process. Water for Poor Women: Quest for an Alternative Paradigm, by Sayeed Iftekhar Ahmed, develops an alternative governance paradigm to ensure poor women’s water security through their participation in the governance process. This study assesses the effects of governance on water distribution and participation from the perspective of poor women. Ahmed examines the state-led and Public Private Participation (PPP) governance systems located in two developing metropolises: Dhaka, Bangladesh and Manila, the Philippines, respectively. This crucial investigation reveals that poor women have very limited ability to access water under the state-led governance system in Dhaka, but comparatively more ability to access water resources under the PPP governance in Manila. However, women are excluded from the decision-making process under both types of governance systems. Water for Poor Women proposes an alternative system of governance for ensuring women’s participation in the governance processes to promote the goal of more equitable distribution of urban water.

Inside this intuitively appealing idea, however, are a range of potential contradictions and conflicts. While it has grown in power and land over the past 100 years, the neighborhoods around it have decreased in size and capital, widening the gap between the rich and the poor. The author offers a critical analysis of the relationships between powerful private institutions like the Johns Hopkins Medical Institutions and government and their intention in rebuilding urban communities by asking the question “How do we determine equity in benefit?” Focusing on a current rebuilding project using eminent domain to displace historical African-American communities, and the acquiring of land for private development, this book details the role of community organizing in challenging these types of non-community participatory rebuilding processes, resulting in the gentrification of urban neighborhoods. The detailed analysis of the community organizing process when families are displaced offers similarly affected communities a tool box for challenging current developers and government in unfair rebuilding practices. The context of these practices highlights the current laws and policies that contribute to continued displacement and disadvantage to poor communities without addressing the rhetoric of the intention of government-subsidized private development. This book examines the effect of such non-participatory and non-transparent rebuilding practices on the health of the people and place.

Today’s foreign aid programs are small-scale because of the widespread belief that they are ineffective. This could be an example of a self-fulfilling prophecy: small scale virtually guarantees ineffectiveness. However, the pervasive contemporary pessimism regarding global economic inequality is most likely unfounded. The research described in this book suggests that a properly designed and sufficiently massive economic development assistance project—a Global Marshall Plan—could tremendously reduce the economic gap between the richest and poorest nations within a 50-year planning period. Enrichment of the poor nations would not entail impoverishment of the rich nations. The actual cost of the GMP program to the populations of the rich nations would be a very slight and virtually unnoticeable reduction in the rate of growth of their living standards. The model incorporates features suggested by the skeptical literature on foreign aid, and it is shown that if certain key parameter values are sufficiently adverse, the GMP would indeed be ineffective. However, extensive sensitivity analysis demonstrates that the optimistic benchmark results are robust against wide variations in the numerical values of most model parameters. The fundamental policy implication of this research is that only an actual real-world experiment with a Global Marshall Plan could reliably determine whether or not it would be successful.
