The book begins by addressing an investigation conducted in a current EU project wherein it was made evident that the successful interplay between institutions and technology makes the digitization of government services possible. The authors present the results of a systematic literature mapping that reviews the adoption level of enterprise architectures in local e-governments. These results will indicate where and how enterprise architectures have been used, which frameworks are used for their definition, and possible challenges and opportunities for their utilization in the local e-government context. An empirical evaluation that combines two different Multi-criteria decision making techniques, called AHP and TOPSIS, is provided, along with steps that must be taken to apply these theories in comparing e-government sites. A report is included on Korea's electronic government policies during the Roh Moo-hyun administration. President Roh Moo-hyun was directly engaged as a developer in the e-government development team, designing document management and task management processes with experts. The fact that the president of a country directly participated in the development of the e-government system remains a rare case in the world. Additionally, citizens' behavior is investigated in conjunction with the role of "Citizen Service Centers" in e-government adoption in Greece, with the goal of contributing to the understanding of the users' motivations.

Easy, Enjoyable, Effective E-Learning - - Bog - Nova Science Publishers Inc - Plusbog.dk

This book illustrates an "Easy", "Enjoyable", "Effective" e-Learning system called "Apty" (Automated Practice & Test System). Today, the Internet is just as available in homes as it is in companies, schools and anywhere else where broad-band communication lines are available. This establishes the social environments for e-Learning. However, under present circumstances, e-Learning systems cannot be used without conditions. The spread of e-Learning in elementary schools, junior high schools, senior high schools, colleges and universities is not wide enough. There are a number of issues with current e-learning systems: there are difficulties in installing and administering e-Learning systems; the development of courseware is time-consuming; educators are often forced to use ready-made products; student-users need to perform several operations to reach their desired page of interest because of the complexity of current e-Learning systems; and finally, quality e-Learning systems are costly. This book is divided into three parts: Introduction, Advanced, and Expert. The introduction part explains the general functions of the Apty system. Although the Advanced and Expert parts may require background information in certain cases, nearly all functions of the Apty system can be utilised according to the instructions outlined in this book. The Apty system is "enjoyable". Students can enjoy studying with the Apty system. The system randomly chooses questions from the pool of those previously created and stored. Each time students log in, they can practice a few new questions in a short time. In practice drills and examinations that consist of a series of short quizzes, those top ten scores appear in a subject home page, and anyone can view these scores without logging in. Since the top ten practice scores can be summarised for each week or even for each day, it is possible for anyone to get the top score. The order of the top ten scores changes very often. This can encourage students to study hard by competing with each other.

The use of information technology to provide consistent access to and dissemination of government information is essential to promote a more citizen-centred government in a cost-effective manner. Agencies manage web-based technologies and services to help citizens obtain government information and services. In addition, agencies use information technology to communicate with the public and gather feedback to determine whether Federal programs are achieving results and meeting user needs. E-Government is the result of this use of information technology to improve citizen access to government information and services. To ensure agencies apply E-Government principles and use information technology to the fullest potential, agencies measure results to verify progress and planned performance improvement. This allows agencies to better manage their information resources including their investments in information technology. The Office of Management and Budget (OMB) works with agencies to systematically track and measure whether resources used by programs help achieve intended goals and results through the President''s Management Agenda (PMA) Scorecard each quarter. The Federal Government continues to deploy industry-leading information technologies to more effectively manage and deliver government information and services. This results in more effective and transparent operations of Federal programs with an increased ability to manage the risks associated with information technology and protect information in care of the Federal government. Greater access to government information benefits the country by sustaining an informed citizenry, aiding government decision-makers, and supporting the economy, all of which are fundamental to a healthy democracy.

Molecular scale separations have been possible since the latter part of the 20th century with the advent of reverse osmosis and nanofiltration for separation of ions and other molecules. Nanofiltration (NF) membranes have come a long way since it was first introduced during the late 80''s. Until recently, industrial applications of separation techniques have been almost exclusively used in the treatment of waste water and desalination but in the last years several applications in the food, beverage, pharmaceutical and biotechnology industries have been developed, including with non-aqueous solvents. Chapter One covers the membrane separation of molecules dissolved in organic liquids, a new area of membrane science with huge potential for applications across chemical-related industry sectors. Chapter Two is devoted to the mathematical modelling of nanofiltration and describes discontinuous diafiltration by periodically added solvent at a constant pressure difference. In Chapter Three, basic theory on the critical, threshold and boundary flux theories will be covered, leading to measurement methods of the corresponding parameters and the use of these data for optimised process design. The objective of this approach is to operate the process without incurring in irreversible or high fouling issues for a long period of time in the plant. Chapter Four gives an overview regarding nanofiltration application for recovering high added-value compounds from the above mentioned agroindustrial by-products and waste streams. For example, in cheese making production, NF has been recently used to recover the components of cheese whey ultrafiltration (UF) permeates of a molecular weight lower than 1000 Da, aiming for its selective separation, concentration and/or demineralisation, with advantages over other techniques.
