In April 2007 the US Interagency Research Policy Committee (IARPC) called for the development of an Arctic Observing Network (AON) to understand the causes and consequences of Arctic change. Under the joint leadership of NOAA and NSF, Committee staff prepared Arctic Observing Network (AON): Toward a US Contribution to Pan-Arctic Observing, a summary of ongoing and future Federal Arctic observing activities with a strategy for enhanced co-ordination and integration of these activities. This document constitutes the biennial update of the US Arctic Research Plan, focusing on observing needs. On 25 June 2013, President Obama announced a national plan to reduce emissions of carbon dioxide (CO2) and other greenhouse gases (GHG), as well as to encourage adaptation to expected climate change. The President affirmed his commitment to his 2009 policy pledge to reduce U.S. GHG emissions by 17% below 2005 levels by 2020 if all other major economies agreed to limit their emissions as well. In 2011, the United States'' gross GHG emissions were approximately 7% below their 2005 levels. The President stated a willingness to work with Congress toward enacting a bipartisan, market-based scheme to reduce GHG emissions. The President''s Climate Action Plan lays out a series of measures in three categories: 1) cut carbon pollution in America, 2) prepare the United States for the impacts of climate change and 3) lead international efforts to address global climate change. Many measures included in the Climate Action Plan have been underway. The plan specifies few timelines or metrics for evaluating progress of individual measures beyond national aggregate or sectoral GHG emissions or energy efficiency. The centrepiece of the President''s announcement arguably is a Presidential Memorandum, also issued June 25, that directs EPA to issue two types of rules to curtail carbon dioxide emissions from new and existing power plants before the end of his term. This book provides an overview of President Obama''s Climate Action Plan, with a focus on key elements and analyses.

Quaternions are members of a noncommutative division algebra first invented by William Rowan Hamilton. They form an interesting algebra where each object contains 4 scalar variables, instead of Euler angles, which is useful to overcome the gimbal lock phenomenon when treating the rotation of objects. This book is about the mathematical basics and applications of quaternions. The first four chapters mainly concerns the mathematical theories, while the latter three chapters are related with three application aspects. It is expected to provide useful clues for researchers and engineers in the related area. In detail, this book is organized as follows: In Chapter 1, mathematical basics including the quaternion algebra and operations with quaternions, as well as the relationships of quaternions with other mathematical parameters and representations are demonstrated. In Chapter 2, how quaternions are formulated in Clifford Algebra, how it is used in explaining rotation group in symplectic vector space and parallel transformation in holonomic dynamics are presented. In Chapter 3, the wave equation for a spin 3/2 particle, described by 16-component vector-bispinor, is investigated in spherical coordinates. In Chapter 4, hyperbolic Lobachevsky and spherical Riemann models, parameterized coordinates with spherical and cylindric symmetry are studied. In Chapter 5, ship hydrodynamics with allowance of trim and sinkage is investigated and validated with experiments. In Chapter 6, the ballast flying phenomenon based on Discrete Discontinuous Analysis is presented. In Chapter 7, a numerical study is proposed to analyze the effect of the caisson sliding subjected to a hydrodynamic loading in the stability of the rear side of the rubble mound breakwater.

Tissue stem cells are multipotent and maybe clonogenic. These characters are similar to those of the earliest progenitor cells of carcinomas. In the gastrointestinal tract, epithelial stem cells exist in the region of the isthmus/neck in the stomach, in the small intestine in the crypt base, just superior to the Paneth cells, and towards the bottom of the crypt in the colon, giving rise to all epithelial cell lineages in all these tissues. Recent reports have revealed that many supposed alterations found in cancer cells are also present in morphologically-normal stem cells. In this context, carcinomas can perhaps be explained as stem cell diseases. To understand the clonal expansion of a single, normal or mutated stem cell brings new insights for not only into the biology of the gastrointestinal tract but also in tumorigenesis in the intestine. In this review, the authors will describe; (1) general aspects of gastrointestinal tract biology, (2) the development of the gastrointestinal tract and molecular factors regulating gut embryogenesis, (3) the proposal that stem cells yield all of the gastrointestinal epithelial cell lineages; the ''Unitarian Theory'', and (4) the way in which stem cells, or cancer cells, clonally expand, especially focusing on the two basic models; the ''top-down'' theory and the ''bottom-up'' concepts. In addition (5) the authors will assess the mechanisms which maintain the crypt stem cell populations, (6) putative stem cell markers, (7) the stem cell niche, thought to be provided by subepithelial myofibroblasts, (8) the plasticity of the adult bone marrow stem cells in relation to gastrointestinal epithelial cells and subepithelial myofibroblasts, and finally (9) molecular mechanisms regulating epithelial proliferation and differentiation.

This book concerns the field of mathematics education. Today, for almost any technology, attaining the most advanced level relies on using digital systems. Therefore, the authors focus on number acquisition and use, emphasise major discussions about related topics, and introduce our personal contribution. They consider three areas: numbers in society, at school, and in the field of education. Modern society needs two kinds of number users: the first has to deal with numbers, the second has to work with numbers. According to the framework for PISA assessment, dealing with numbers concerns every citizen facing situations in which the use of a quantitative... reasoning... would help clarify, formulate or solve a problem. Working with numbers is what a professional (marketing specialist, engineer, physician, artist...) does when he has to cope with numerical theoretical frameworks, or when he collaborates with a mathematician. This brings two types of questioning: what does competence in mathematics mean? What level of achievement is desirable in number-learning to meet either numerical need? The authors examine what is proposed for teaching such a broad subject to 7-to-18-year-olds. They first observe and question the educational system, the designer of curricula, scenarios for teaching, training programmes, and national assessments. Secondly, they question the notions of problem solving and modelling as mere responses to mathematics-teaching issues. The authors then focus on what really happens in a standard classroom, particularly how teachers apply recommendations and directives, and how the generalisation of assessments affects their practice. Three aspects are considered: epistemological, cognitive, and didactical. The authors distinguish four related levels which they have named: numeracy (competence linked to whole numbers), rationacy (competence linked to ratios and rational numbers), algebracy (competence linked to algebra), and functionacy (competence linked to calculus). The cognitive aspect evokes the essential issue of semiotic registers for representing and processing numerical objects, considers the discipline-of-expression aspect of mathematics, and other issues taken into account by numerous researchers, such as process and object. The didactical is devoted to exposing our conceptual framework for teaching numbers and understanding their learning. An experiment in ratio teaching is described and analysed.

After the U.S. Supreme Court held that U.S. courts have jurisdiction pursuant to 28 U.S.C. § 2241 to hear legal challenges on behalf of persons detained at the U.S. Naval Station in Guantanamo Bay, Cuba, in connection with the war against terrorism (Rasul v. Bush), the Pentagon established administrative hearings, called "Combatant Status Review Tribunals" (CSRTs), to allow the detainees to contest their status as enemy combatants, and informed them of their right to pursue relief in federal court by seeking a writ of habeas corpus. Lawyers subsequently filed dozens of petitions on behalf of the detainees in the District Court for the District of Columbia, where district court judges reached inconsistent conclusions as to whether the detainees have any enforceable rights to challenge their treatment and detention. In December 2005, Congress passed the Detainee Treatment Act of 2005 (DTA) to divest the courts of jurisdiction to hear some detainees'' challenges by eliminating the federal courts'' statutory jurisdiction over habeas claims by aliens detained at Guantanamo Bay (as well as other causes of action based on their treatment or living conditions). The DTA provides instead for limited appeals of CSRT determinations or final decisions of military commissions. After the Supreme Court rejected the view that the DTA left it without jurisdiction to review a habeas challenge to the validity of military commissions in the case of Hamdan v. Rumsfeld, the 109th Congress enacted the Military Commissions Act of 2006 (MCA) (P.L. 109-366) to authorize the President to convene military commissions and to amend the DTA to further reduce access to federal courts by "alien enemy combatants," wherever held, by eliminating pending and future causes of action other than the limited review of military proceedings permitted under the DTA. In June 2008, the Supreme Court held in the case of Boumediene v. Bush that aliens designated as enemy combatants and detained at Guantanamo Bay have the constitutional privilege of habeas corpus. The Court also found that MCA § 7, which limited judicial review of executive determinations of the petitioners'' enemy combatant status, did not provide an adequate habeas substitute and therefore acted as an unconstitutional suspension of the writ of habeas. The immediate impact of the Boumediene decision is that detainees at Guantanamo may petition a federal district court for habeas review of the legality and possibly the circumstances of their detention, perhaps including challenges to the jurisdiction of military commissions.

After the mid-1970s, however, de-industrialization or the movement of manufacturing production to other countries resulted in growing economic and social stress on many of the working class who did not possess a college education. Donald Trump was the first major U.S. politician to recognize this problem and promise to create "good jobs" for working-class Americans. Yet, his most dramatic policy initiatives in the areas of trade, immigration, and deregulation did not produce dramatic change during his first term. A more positive trend is bubbling up from state and local governments, with the encouragement (but not funding) from the Trump administration. This is the growing importance of workforce development programs, which seek to develop the skills necessary for America''s 21st century economy through education reform, industrial apprenticeships, and tax incentives. Does the future of the national economy rest in safe arms with the new re-industrialization strategy and education reform? States and local governments must ascertain what mix of higher education reform, k-12 reform, career readiness, and high-tech training is the best equation for the growing workforce deficit and waning middle-class. In addition, education reform must consider high-tech automation, robotics, and artificial intelligence as a curriculum component in education reform. This policy area must be constructed in ways that not only broadens the middle-class but helps the victims of deindustrialization and reindustrialization. Chapter 1 provides an overview of the challenges facing the working class in the United States and an outline of the book. This book was designed as an educational resource for all professionals involved in the care of patients with Gaucher disease (GD). Chapter 1 is an introduction about GD. GD is the most common autosomal recessive lysosomal storage disease (LSD) due to the deficiency or absence of the activity of enzyme glucosylceramidase (GCase) or also known as acidic- glucosidase (GBA1) or uridine phosphate glucosylceramide synthase (UDP-GLC). Defects in these enzymes cause miss-sorting or loss function of lysosomal proteins leading to accumulation of glucocerebroside (GLC) in the tissue macrophages monocyte. Accumulation of GLC cause enlargement of the spleen, destruction of bone, anemia, thrombocytopenia, and abnormalities of the lungs. GD is classified into three types: type 1 GD (GD1) is a chronic and non-neuronopathic accounting for 95% of GD cases, and types 2 and 3 (GD2, GD3) involves nerve cell destruction causing acute brainstem dysfunction or progressive neuroleptic deterioration, respectively. Chapter 1 review disease classification, epidemiology, pathophysiology, and clinical manifestations of GD. Chapter 2 discusses GD diagnosis and clinical presentations from prenatal, new-born, first year of life, childhood, adolescence, and adulthood patients suspected to have GD. Several biomarkers, tools used to detect abnormal biomarkers such as chitotriosidase, pulmonary and activation-regulated chemokines, and other inflammatory markers are discussed, in addition to methods used to detect these biomarkers. Chapter 3 highlights available enzyme replacement therapy (ERT), clinical trials, dosing, and adverse drug reaction of each ERT, pregnancy information, and effect of ERT on endocrine and metabolic profiles. Chapter 4 discusses available substrate reduction therapy (SRT), clinical trials, dosing, adverse drug reaction, pregnancy information, drug-drug interaction and patients' polymorphism profiles that influence the dosing of SRT. Chapter 5 discusses type 2 and 3 GD which are the neuronopathic variants of the GD, genotype and phenotype of the patients, role of ERT or SRT or gene therapy, chaperone therapy, and hematopoietic stem cell transplantation. Chapter 6 discusses common complication of GD such as bone and hepatocellular abnormalities, increased risk of cancer and Parkinson Disease development. Chapter 7 highlights several novel therapies with their mechanisms of action, details regarding ongoing or completed clinical trials such as newer SRT lucerastat which is on clinical trials for possible use in GD3. At this time, there are no drugs available to treat GD2 or GD3. Promising novel therapy include pharmacology chaperone (PC), antioxidants, and gene therapy. There are 2 PCs currently being tested in clinical trial, ambroxol and arimoclomol. Ambroxol, an over-the-counter drugs has been used to treat various airway infections, showed promising result to cross blood brain barrier that provide promising options for GD3 treatment.
