The Bush Administration has said that the fall of Saddam Hussein''s regime in April 2003 will ease the security challenges the Persian Gulf region faces. The US-led war has ended Iraq''s ability to produce weapons of mass destruction (WMD) and virtually ended any Iraqi conventional military threat to the region. However, some of the Persian Gulf states (Saudi Arabia, Kuwait, Bahrain, Qatar, Oman, and the United Arab Emirates) fear that Iraq might no longer serve as a strategic counterweight to Iran and they fear that pro-Iranian Shiite Muslim groups might obtain a major share of power in post-war Iraq. Substantial administration concern remains about Iran''s WMD programs, particularly what appear to be rapid advances in its nuclear program, and the potential for Iran to transfer that technology or materiel to the terrorist groups it supports. Over the longer term, with Iraq no longer a major power and the United States likely to sharply reduce its Gulf presence once Iraq is stabilised, the Gulf states might try to fashion a new security architecture for the Gulf that is based more on regional states and less on the United States. On the other hand, a reduction of the U.S. military presence in the Gulf might benefit the Gulf states by easing internal opposition to close co-operation with the United States. This new book presents the latest issues of the post war Persian Gulf states.

The International Criminal Court (ICC) is the first global permanent international court with jurisdiction to prosecute individuals for ''the most serious crimes of concern to the international community''. The United Nations, many human rights organisations, and most democratic nations have expressed support for the new court. The Bush Administration firmly opposes it and has formally renounced the US obligations under the treaty. At the same time, however, the Administration has stressed that the United States shares the goals of the ICC''s supporters-promotion of the rule of law- and does not intend to take any action to undermine the ICC. The primary objection given by the US in opposition to the treaty is the ICC''s possible assertion of the jurisdiction over US soldiers charged with ''war crimes'' resulting from legitimate uses of force. The main issue faced by the current Congress is whether to adopt a policy aimed at preventing the ICC from becoming effective or whether to continue contributing to the development of the ICC in order to improve it. This book provides a historical background of the negotiations for the Rome Statute, outlines the structure of the International Criminal Court (ICC) as contained in the final Statute, and describes the jurisdiction of the ICC. The book further identifies the specific crimes enumerated in the Rome Statute as supplemented by the draft elements of crime. A discussion of procedural safeguards follows, including reference to the draft procedural rules. The book then goes on to discuss the implications for the United States as a non-ratifying country when the ICC comes into being, and outlines some legislation enacted and proposed to regulate US relations with the ICC.

Non-proliferation assistance programs, including co-operative threat reduction, are being examined to help reduce the risk of terrorist access to weapons of mass destruction (WMD). In the FY2004 National Defense Authorisation Act, Congress authorised the Administration to spend $50 million of unobligated funds from the Co-operative Threat Reduction (CTR) Program in states outside the former Soviet Union. This book analyses the range of possibilities for applying CTR funds, what kinds of assistance may be supplied, and describes legal, financial, technical, and political constraints on possible assistance. A key underlying issue is whether countries that pose particular risks are prepared to provide adequate co-operation to achieve CTR objectives. As many observers have noted, CTR programs cannot be precisely replicated in other countries. A common factor must be the willingness of such states to co-operate. One school of thought believes Russia, as the largest source of stocks of biological, chemical, and nuclear weapons, should continue to be the main focus of attention. Other observers believe there is now an opportunity to focus additionally on states within the nexus of terrorism and WMD.

U.S. Agriculture is also changing rapidly from a sector characterised by production of undifferentiated bulk commodities sold in spot markets to one of specialised markets driven by new end-user demands. As production shifts away from commodity agriculture to product agriculture, vertically integrated agribusiness firms are increasingly organising production into agro-food value chains to synchronise all stages of production from seed to supermarket. Value-added production is a central element of agro-food value chain, and control over specific "identity preserved"(IP) trait is basic to the development of product agriculture. Many farmers and ranchers are beginning to consider how they might reorganise their operation to better anticipate these changes and to participate in them, for example, by forming "new generation" value-added co-operatives, and engaging in increased contract production as sources of new markets, lowered risks, and higher farm and ranch incomes. Emerging opportunities for biomass-based fuels and materials processing facilities, new food processing plants, and alternative farming system (e.g., organic) could create important new markets for producers. Smaller-scale producers find new opportunities in regionally branded products, farmers markets, new speciality crops, ethic markets, or in establishing direct marketing links between farms an regional groceries. This new book examines the status of this important development.
