With this first monograph, Springer-Verlag launches an unusual publishing venture. The purpose of the Springer Series on Industry and Health Care is to explore in depth the current and potential future role of industry­ both management and labor in all private sector enterprises-as a financer of health care benefits, as a provider of health care services, and as an extremely influential "consumer" of health care. The assumption behind the series is that private industry has the capabil­ ity, as an alternative to increased government intervention, to effect major change in the health care delivery system and is beginning to show evidence of exercising that influence. The subject matter covered by the series crosses boundaries between disciplines and specialities-occupational medicine, medical care, public health, economics, business administration, law, public policy, medical sociology-and arises in disparate arenas-labor-manage­ ment relations, corporate negotiations with insurance carriers, physician­ patient interactions, public policy, and politics. The Springer Series will draw much of its material from interdisciplinary working conferences, will analyze and synthesize the discussions, add timely background material, and be published within no more than six months of the conferences on which they build. The series will consist of four monographs a year and two volumes of background papers.

This volume continues some of the issues raised in Volume 2 and fo­ cuses more closely on therapeutic intervention. The theoretical discus­ sion of aggression provides a background for the presentation of pat­ terns of aggression and violence affecting women, as well as possible connections between physical and emotional symptoms and indirect expressions of aggression. The section on aggression against and by women is an extension of some of the content of The Woman Patient, Volume 1 (e. g. , the chapter on rape). Theoretical and clinical views that are not often linked in this fashion are included here because we are interested in understanding the development of a self-concept that incorporates the constructive aspects of "aggression" as well as an un­ derstanding of violence. In this context, loss, abandonment, delin­ quency, and child and adolescent suicide are also extensions of these issues. The chapters that follow address aspects of symptom formation and concepts of illness. There is, as yet, no definitive explanation for why women experience certain illness patterns more or less than men. Current considerations have been reviewed, but these do not answer. They are a beginning on which we must build. It is apparent that any discussion of these subjects better elucidates the complexity if it in­ cludes an intermingling of general problems with concrete symptoms. Those specific problems that are usually thought of as psychological such as depression, and behaviors (such as substance abuse) provide a focus for understanding wider issues.

Nuclear tests have caused public concern ever since the first such test was conducted, more than six decades ago. During the Cold War, however, con- tions were not conducive to discussing a complete ban on nuclear testing. It was not until 1993 that negotiations on such a treaty finally got under way. From then on, things moved relatively quickly: in 1996, the United Nations General Assembly adopted the Comprehensive Nuclear-Test-Ban Treaty (CTBT). To date, the Treaty has been signed by 178 states and ratified by 144, though it has yet to enter into force, as nine out of 44 ‘‘Annex 2 states’’, whose ratification is mandatory, have not heeded the call. Nevertheless, the CTBT verification system is already provisionally operational and has proven its effectiveness. We commend the CTBT organisation in Vienna for its successful efforts to build a verification network. This book is an excellent overview of the evolution of the CTBT and its verification regime. The authors are eminent scholars from the Netherlands, Norway and Sweden who have been intimately involved with the CTBT and its verification agency, the CTBTO Preparatory Commission, from their inc- tion to the present day. They have written a thorough and engaging narrative of the long road that led to the CTBT. Their story will appeal to both the layman and the expert and provide useful lessons for future negotiations on disarmament issues.
