As part of this, they make the case for Individual Development Accounts (IDAs), a new policy proposal designed to help the poor save and to build assets. This book explores IDAs to determine their effectiveness. IDAs are matched savings accounts targeted on low-income, low-wealth individuals. Savings in IDAs are used for home ownership, post-secondary education, small business development, and other purposes. Do IDAs work? If they do, for whom? And does how an IDA is designed determine savings outcomes? This volume is the first analysis of matched savings by the poor to use data from monthly bank statements. It comes at a critical time, as debate rages over the merits of individual social security accounts. IDAs also respond to policy that is becoming more asset based and less inclusive of the poor. The authors argue for the efficacy of IDAs to counter this tendency. They find that while savings outcomes vary among participants, no characteristics (such as low income or public assistance) preclude saving. They examine effects of IDA design (the match rate, savings targets, and the use of automatic transfer) on savings results and analyze factors that influence varying rates of saving and spending over time. They conclude that financial education and other support services, though costly, improve savings performance. To address the issue of cost they suggest a two-tier system of IDA design, one with broad access and simple services and the other with targeted access and intensive services. Can the Poor Save? offers a wealth of lessons to those interested in saving and asset accumulation among the poor. In June 1848, two irregular armies of the urban poor fought a four-day battle in the streets of Paris that decided the fate of the French Second Republic. The Parisian National Workshops and the Parisian Mobile Guard-organizations newly created at the time of the February Revolution-provided the bulk of the June combatants associated with the insurrection and repression, respectively. According to Marx''s simple and compelling hypothesis, a nascent French proletariat unsuccessfully attempted to assert its political and social rights against a coalition of the bourgeoisie and lumpenproletariat, represented by the Parisian Mobile Guard. Through a detailed study of archival sources, Mark Traugott challenges this interpretation of these events and proposes an organizational explanation.Research has consistently shown that skilled artisans and not unskilled proletarians stood at the forefront of the revolutionary struggles of the nineteenth century. Traugott compares the social identities of the main participants on opposite sides of the conflict and sorts out the reasons for the political alignments observed. Drawing on work by Charles Tilly and Lynn Lees, Traugott demonstrates that the insurgents were not highly proletarianized workers, but rather members of the highly skilled trades predominant in the Parisian economy. Meanwhile, those who spearheaded the repression were little different in occupational status, though they tended to be significantly younger. Traugott''s "organizational hypothesis" makes sense of the observed configuration of forces. He accounts for the age differential as a by-product of the recruitment criteria that Mobile Guard volunteers were required to meet. Finally, he explains why class position creates no more than a diffuse political predisposition that remains subject to the influence of situation-specific factors such as organizational affiliations. Armies of the Poor helps clarify our understanding of the dynamic at work in the insurrectionary turmoil of 1848 in particular and in the great waves of early industrial revolutionism in general. It now is a standard interpretation for subsequent research on the French Revolution of 1848. Armies of the Poor will be of interest to historians seeking a re-interpretation of a major revolutionary episode and social scientists considering a re-examination of Marx and Engels'' hypotheses of the roots of political mobilization and protest.

A survey of federal officials reveals the belief that government should make the fullest possible use of social science information-and yet most of the information developed by social scientists winds up in specialized libraries or data banks, where it remains unused. Why don''t public officials make greater use of the information social scientists develop? What can social scientists do to ensure that their findings are used? To answer these and related questions, Robert Rich reports the results of a unique experiment designed to facilitate the use of research data by public officials in federal agencies. Rich interviewed both researchers and users of research data over the two-year life of a Continous National Survey (CNS) experiment to discover the extent to which the CNS mechanism was successful and to record the levels and types of use that officials made of the data provided. Rich reveals that factors such as the timeliness, cost, and relevance of data do not guarantee that information will be used. He examines patterns in the actual use of survey data by agency officials and explores key organizational factors, such as the compatibility of information with various bureaucratic interests. He discusses the preoccupation of public officials with bureaucratic issues regarding the ownership and control of information, identifies the incentives that prompt bureaucrats to pass along new information and the government officials'' difficulties in developing policies and programs for meeting national needs. Rich notes that studies of knowledge inquiry systems, found in the research literature of many social science disciplines have been dominated by a "rationalistic bias." This "bias" is expressed in terms of the belief that the act of acquiring information will automatically lead to its use, in turn, automatically leading to improved policy or decisions. He contends that empirical studies of how information is actually used do not support the assumptions of rational choice theory. The new chapter also discusses types of information, knowledge, and use; prospects for the development of learning organizations in government; and the politics of expertise. This book will be of interest to social scientists and public policy makers. Robert F. Rich is professor of law and political science at the University of Illinois at Urbana-Champaign. He is also professor in the Institute of Government and Public Affairs, and was the director of that Institute from 1986-1997.
