Combining a broad analysis of political culture with a particular focus on rhetoric and strategy, Jeffrey Sawyer analyzes the role of pamphlets in the political arena in seventeenth-century France. During the years 1614-1617 a series of conflicts occurred in France, resulting from the struggle for domination of Louis XIII's government. In response more than 1200 pamphlets—some printed in as many as eighteen editions—were produced and distributed. These pamphlets constituted the political press of the period, offering the only significant published source of news and commentary. Sawyer examines key aspects of the impact of pamphleteering: the composition of the targeted public and the ways in which pamphlets were designed to affect its various segments, the interaction of pamphlet printing and political action at the court and provincial levels, and the strong connection between pamphlet content and assumptions on the one hand and the evolution of the French state on the other. His analysis provides new and valuable insights into the rhetoric and practice of politics. Sawyer concludes that French political culture was shaped by the efforts of royal ministers to control political communication. The resulting distortions of public discourse facilitated a spectacular growth of royal power and monarchist ideology and influenced the subsequent history of French politics well into the Revolutionary era. While the Spanish enterprise in America is relatively well known to the English-reading public, the Portuguese tropical empire in Brazil has remained until recently an unknown world. In Sovereignty and Society, Stuart B. Schwartz contributes to our understanding of the Brazilian past by providing for the first time a detailed study of the judicial bureaucracy that formed the framework on the colonial regime. This volume describes the process by which royal administrators maintained control and the techniques used by the whole Brazilian elite to guard its interest. At the core of the book is the previously unstudied Relação or High Court of Bahia, the supreme tribunal in colonial Brazil and an institution with broad administrative and political powers. Presided over by the governor-general or viceroy, the High Court stood at the apex of the colonial administrative structure and symbolized royal sovereignty. The author examines the origins, functions, conflicts, and history of the Relação, relying on little-used manuscript sources in over twenty-five archives and libraries in Brazil, Portugal, Spain, and England as well as the whole range of secondary literature. Of particular interest is the departure from traditional administrative history by emphasis on the people rather than the office of the Portuguese imperial bureaucracy. The bureaucrat-judges of the High Court are at the center of the study, and by a careful analysis of the personal and professional careers of these magistrates, the author demonstrates the utility of a human relations approach to the study of historical polities. He shows how the goals of the crown, the aspirations of the magistrates, and the interests of the Brazilian sugar planter elite were expressed and reconciled and how royal officials and the planters became linked by kinship and interest in a union of wealth and power. Finally, he argues that the penetration of such primary relations in the formal structure of a bureaucratic empire helps to explain the resiliency and the longevity of Portuguese rule in Brazil. The approach and findings of this book will interest not only those seeking a deeper understanding of the Brazilian past, but also historians, sociologists, and political scientists concerned with colonial regimes and bureaucratic polities in general. Starting in the sixth century BCE, the conquests of the Persian kings Cyrus, Cambyses, and Darius transformed the lives of humans on a continental scale, as their empire reached from the Iranian plateau to eastern Europe, Central Asia, and North Africa. Beyond the imperial center, the kings’ vast territory was ruled by royal representatives known as satraps, who managed the practicalities of running the empire. In this book, Rhyne King explores how the empire was governed by investigating how the satraps and the structures supporting them—their “houses”—operated across great distances. Examining satrapal houses in Egypt, Anatolia, Mesopotamia, and Central Asia, King demonstrates how these systems encouraged local self-interest and advancement even as they benefited the imperial whole. Today, Morocco's hip hop artists are vital to their country's reputation as diverse, creative, and modern. But in the 1990s and 2000s, teenage amateurs shaped their craft and ideals together as the profound socioeconomic changes of neoliberalization swept through their neighborhoods. Values That Pay traces Moroccan hip hop's trajectory from sidewalk cyphers and bedroom studios to royal commendations and international festivals. Kendra Salois draws from more than ten years of research into her interlocutors' music and moral reasoning to explore the constitutive tensions of institutionalization, hip hop aesthetics, and neoliberal life. Entrepreneurial artists respond to their unavoidable complicity with an extractive state through aesthetic and interpersonal sincerity, educating their fans on the risks and responsibilities of contemporary citizenship. Salois argues that over the past forty years, Moroccan hip hop practitioners have transformed not only themselves but also what it means to be an ethical citizen in a deeply unequal nation.
