David Epstein and Sharyn O''Halloran produce the first unified theory of policy making between the legislative and executive branches. Examining major US policy initiatives from 1947 to 1992, the authors describe the conditions under which the legislature narrowly constrains executive discretion, and when it delegates authority to the bureaucracy. In doing so, the authors synthesize diverse and competitive literatures, from transaction cost and principal-agent theory in economics, to information models developed in both economics and political science, to substantive and theoretical work on legislative organization and on bureaucratic discretion. Professors Epstein and O''Halloran produce their own deductive specification of the conditions for making or delegating policy, gather a rich, original data set on delegation and discretion in the postwar era to test the propositions derived from their model, and devise appropriate statistical tests to assess the validity of their propositions. With implications for the study of constitutional design, political delegation, legislative organization, administrative law, and the role of the executive in policy making, this book redefines the study of legislative-executive relations under separate powers.

This book provides the mathematical foundations for the analysis of a class of degenerate elliptic operators defined on manifolds with corners, which arise in a variety of applications such as population genetics, mathematical finance, and economics. The results discussed in this book prove the uniqueness of the solution to the Martingale problem and therefore the existence of the associated Markov process. Charles Epstein and Rafe Mazzeo use an "integral kernel method" to develop mathematical foundations for the study of such degenerate elliptic operators and the stochastic processes they define. The precise nature of the degeneracies of the principal symbol for these operators leads to solutions of the parabolic and elliptic problems that display novel regularity properties. Dually, the adjoint operator allows for rather dramatic singularities, such as measures supported on high codimensional strata of the boundary. Epstein and Mazzeo establish the uniqueness, existence, and sharp regularity properties for solutions to the homogeneous and inhomogeneous heat equations, as well as a complete analysis of the resolvent operator acting on Hölder spaces. They show that the semigroups defined by these operators have holomorphic extensions to the right half-plane. Epstein and Mazzeo also demonstrate precise asymptotic results for the long-time behavior of solutions to both the forward and backward Kolmogorov equations.

Over the course of American political history, political elites and organizations have often updated their political communications strategies in order to achieve longstanding political communicaiton goals in more efficient or effective ways. But why do successful innovations occur when they do, and what motivates political actors to make choices about how to innovate their communication tactics? Covering over 300 years of political communication innovations, Ben Epstein shows how this process of change happens and why. To do this, Epstein, following an interdisciplinary approach, proposes a new model called "the political communication cycle" that accounts for the technological, behavioral, and political factors that lead to revolutionary political communication changes over time.These changes (at least the successful ones) have been far from gradual, as long periods of relatively stable political communication activities have been disrupted by brief periods of dramatic and permanent transformation. These transformations are driven by political actors and organizations, and tend to follow predictable patterns. Epstein moves beyond the technological determinism that characterizes communication history scholarship and the medium-specific focus of much political communication work. The book identifies the political communication revolutions that have, in the United States, led to four, relatively stable political communication orders over history: the elite, mass, broadcast, and (the current) information orders. It identifies and tests three phases of each revolutionary cycle, ultimately sketching possible paths for the future. The Only Constant is Change offers readers and scholars a model and vocabulary to compare political communication changes across time and between different types of political organizations. In Children of the Soil , Tasha Rijke-Epstein offers an urban history of the port city of Mahajanga, Madagascar, before, during, and after colonization. Drawing on archival and ethnographic evidence, she weaves together the lives and afterlives of built spaces to show how city residents negotiated imperial encroachment, colonial rule, and global racial capitalism over two centuries. From Mahajanga’s hilltop palace to the alluvial depths of its cesspools, the city’s spaces were domains for ideological debates between rulers and subjects, French colonizers and indigenous Malagasy peoples, and Comorian migrants and Indian traders. In these spaces, Mahajanga’s residents expressed competing moral theories about power over people and the land. The built world was also where varying populations reckoned with human, ancestral, and ecological pasts and laid present and future claims to urban belonging. Migrants from nearby Comoros harnessed built forms as anticipatory devices through which they sought to build their presence into the landscape and transform themselves from outsiders into "children of the soil" ( zanatany ). In tracing the centrality of Mahajanga’s architecture to everyday life, Rijke-Epstein offers new ways to understand the relationships between the material world, the more-than-human realm, and the making of urban life.
