First published in 1944 (Sir Halley Stewart Lectures 1938), the original blurb reads: “In Rich Man, Poor Man , Professor John Hilton examines the facts as to the distribution of wealth in this country. He finds that of our twelve million families only four million (a few of them immensely rich) are worth all told more than £100; four million are worth between a couple of pounds and a hundred; and four million live from hand to mouth, owning no more than they stand up in and sit down at – if that. But what about the £3, 000,000,000 of “Small Savings”? Professor Hilton answers. How comes it about that so few own so much of the wealth of the country, and so many own so little? Why are the poor poor and the rich rich? Is it because the poor are a poor sort and the rich are a rich sort? If not – what? The book tells of a special study of three hundred poor families. As for those of us in the middle range, whose real incomes have been steadily rising, what do we do with the extra? We spend some of it wisely. Professor Hilton goes on to examine various aspects of our spending, such as what we spend on pints, perms, poms, pictures and pools; and why: the curious and costly practice of burning fermented leaf-mold under the nose: twiddlers of fruit-machines and pin-tables: followers of dogs and horses: users of turnstiles and totalisators: knaves and thieves on the doorstep and in the letterbox: the £3, 000,000,000 of recent surplus we haven’t saved, and what would have happened if we had. “It’s the rich wot ‘elps the rich.” What it all means in terms of national well-being and strength, and what to do about it.”. Today it can be read and enjoyed in its historical context. This book is a re-issue originally published in 1944. Poverty is not an individual''s choice. Nor, as David Brady demonstrates, is it necessary. Building on the latest scholarship in poverty studies, this book points out that among affluent Western societies, there is immense cross-national and historical variation in poverty. Brady seeks to determine what makes poverty so entrenched in some affluent democracies whereas it is a solvable problem in others. He illustrates that, among these democracies, the United States is in the worst shape, with three times as much poverty as some West European countries. In the U.S., nearly 20% of the population is poor, as are almost a fourth of U.S. children and elderly. Searching for the causes of this dilemma, Brady puts forth a sweeping new theory to explain that the fundamental cause of poverty is politics, starting from the simple claim that the distribution of resources in states and markets is inherently political. Societies make collective choices about how to divide their resources, and these choices are institutionalized. Brady points out that where poverty is low, equality has been institutionalized, and where poverty is widespread, as most visibly demonstrated by the US, there has been a failure to institutionalize equality. Hence, it is a society that collectively decides how much of the population will be economically secure. Countries with a relatively low level of poverty in fact socialize the responsibility of preventing citizens from being poor. This book effectively tackles the issue of how this collective responsibility is conceived and institutionalized, by defining the mechanisms that shape this ideology, or prevent it from coming into being. David Brady offers promising new directions for understanding the politics of social equality, and takes an ambitious step forward in the struggle against poverty.

The majority of the poor people in South and Southeast Asia do not have sufficient access to safe potable water sources. Various studies demonstrate that poor women have less access than poor men, especially in the developing world. Due to the gendered division of labor, the role of women, especially those who are poor, is vital in collecting, distributing, and safeguarding water. Current studies on water governance do not focus on poor women’s ability to access potable water sources through their involvement in the distribution process. Water for Poor Women: Quest for an Alternative Paradigm, by Sayeed Iftekhar Ahmed, develops an alternative governance paradigm to ensure poor women’s water security through their participation in the governance process. This study assesses the effects of governance on water distribution and participation from the perspective of poor women. Ahmed examines the state-led and Public Private Participation (PPP) governance systems located in two developing metropolises: Dhaka, Bangladesh and Manila, the Philippines, respectively. This crucial investigation reveals that poor women have very limited ability to access water under the state-led governance system in Dhaka, but comparatively more ability to access water resources under the PPP governance in Manila. However, women are excluded from the decision-making process under both types of governance systems. Water for Poor Women proposes an alternative system of governance for ensuring women’s participation in the governance processes to promote the goal of more equitable distribution of urban water.
